The EHL Site
Bosco delle Querce is a European Heritage Label Site located in Seveso and Meda, in northern Italy. It is a regenerated natural park and a place of memory, symbolising Europe’s capacity to transform an environmental tragedy into shared learning, resilience, and responsibility.
The site offers a unique combination of natural, cultural, and educational experiences. Today, it is a protected green area with forests, meadows, and accessible pathways, where visitors can explore biodiversity, enjoy outdoor activities, and engage with interpretative routes such as the “Path of Memory,” which explains the historical, scientific, and environmental significance of the site. Additional thematic panels and guided itineraries help visitors better understand the long-term environmental recovery process and its relevance today.
Its cultural offer is strongly focused on environmental education, public awareness, and active citizenship, promoting European values such as sustainability, safety, and collective responsibility.
Throughout the year, the site hosts educational initiatives, guided visits, and commemorative events. In particular, important anniversaries linked to the Seveso disaster—such as the memorial events around 10 July—play a central role, fostering reflection on environmental protection and European cooperation. Seasonal activities, workshops for families, and collaborations with schools further enrich the annual programme.
The Bosco delle Querce was created following the industrial disaster of 10 July 1976, when a chemical accident at the ICMESA plant released a toxic cloud containing dioxin, contaminating the surrounding territory.
After a complex remediation process, including the containment of polluted materials, the most affected area was transformed into a reforested park during the following decades.
This transformation was a deliberate choice by public authorities and local communities to preserve memory while regenerating the landscape, turning a site of devastation into a symbol of environmental recovery and European awareness.
Today, Bosco delle Querce stands as a powerful testament to how Europe can learn from its past and shape a more sustainable future.
European Dimension
Bosco delle Querce has been awarded the European Heritage Label because of its outstanding European significance as a site that embodies the transformation of a major environmental disaster into a shared European lesson. The 1976 Seveso accident, which originated here, had a profound impact on Europe by leading directly to the adoption of the “Seveso Directive”, a cornerstone of EU legislation on industrial safety and risk prevention.
For this reason, the site is not only locally or nationally relevant but represents a key moment in the development of common European policies and awareness regarding environmental protection and public health.
The Bosco delle Querce expresses fundamental European values. It stands for responsibility, solidarity, and resilience, as well as the protection of human health and the environment.
The site also promotes education, active citizenship, and transparency, encouraging visitors—especially younger generations—to reflect on the consequences of industrial development and the importance of sustainable choices.
Furthermore, it embodies the value of memory as a collective European asset: not to erase difficult chapters of history, but to transform them into tools for learning and progress.
The connection with European integration lies precisely in this shared response to crisis. The Seveso disaster prompted coordinated action at European level, resulting in common rules that applied across Member States and strengthened cooperation in managing industrial risks.
Bosco delle Querce thus represents a tangible link between a local event and the broader process of European integration, demonstrating how collective challenges can lead to joint policies, stronger institutions, and a deeper sense of European identity.
Today, the site stands as a living example of how Europe learns from its past and builds a safer, more sustainable future together.
The organization
The management of Bosco delle Querce as a European Heritage Label Site is based on a multi-level institutional cooperation involving public authorities and specialised organisations.
The Municipality of Seveso acts as the site manager, in coordination with the Municipality of Meda, ensuring the day-to-day management of the site, visitor services, maintenance, and the implementation of educational and cultural activities. The park itself is owned by Regione Lombardia, which provides the strategic framework for its protection, enhancement, and integration within regional environmental and cultural policies.
Operational support is provided by ERSAF (Ente Regionale per i Servizi all’Agricoltura e alle Foreste), which contributes technical expertise in environmental management, biodiversity conservation, and landscape maintenance. In addition, the Fondazione Lombardia per l’Ambiente plays a key role in scientific dissemination, environmental education, and the development of research and outreach initiatives connected to the site’s historical and ecological significance.
The shared mission of this governance system is to preserve Bosco delle Querce as a place of memory, environmental regeneration, and civic education. The organisations involved aim to ensure both the conservation of the natural ecosystem and the transmission of the historical and European significance of the site—linked to the 1976 Seveso disaster and its lasting impact on environmental policy.
The main activities include:
- Environmental protection and ongoing monitoring of the site and its infrastructures
- Educational programmes for schools and the general public, focusing on sustainability and risk awareness
- Cultural initiatives, guided tours, and interpretation of the “memory landscape”
- A multimedia exhibition hosted in the park’s visitor centre, which narrates the history of the Seveso disaster, the remediation process, and the European significance of the site through interactive and educational tools
- Institutional cooperation at regional, national, and European level, in line with the objectives of the European Heritage Label
Through this integrated approach, the organisation ensures that Bosco delle Querce functions not only as a natural park, but also as a living laboratory of environmental responsibility and European citizenship.
